About the Plumbing-Heating-Cooling Contractors Association The PHCC/MPA Wisconsin Association is an organization dedicated to educating, advocating, and helping plumbing, heating & cooling contractors in Wisconsin succeed! We provide our members with representation on the Plumbing Advisory Code Council, Plumbers Council and Plumbing Apprenticeship Committee. We continue to monitor any potential changes in the license law that ensures consumers in Wisconsin get qualified and competent licensed plumbers.
